Had this one time, I ask for a deletion of the entry. Apparently only super mods and the admin are allowed to do this.
For the winner: he should either don't do anything or if the icon on top disturbs him he can mark it as "not received"
If he marks it as received and he had won it here before (which can only happen in really rare cases) it would be considered as a multiple win.
If he hasn't won it here I think support can't really check that he had it before and no actions are possible from them 🤷

Best advice is probably to never make multiple copies giveaways. Better to make multiple giveaways for 1 copy each.

Look at all those giveaways with zero entrants. "Elite" giveaway groups are a cancer on this site. Trading games within a small circle is asinine. I say this as a former participant in such groups.

The correct course of action is to make a ticket and get that portion of the giveaway deleted but like you said this can take months. If the creator wants a quicker resolution to the matter, ask the winner to mark it as not received (if creator is ok with a not received mark) as soon as the 7 days is up and you as the giveaway creator can just delete the key. If the winner has seen it, there is a chance the key is used and then its up to you whether you want to risk making another giveaway or not with said key.

The giveaway creator will get a not received mark and will remain but in the grand scheme of things, its not a major issue. Any entries cannot be deleted without SG moderators acting on it which is why you would need to submit a ticket in that situation. People who win the game but do not realise they own it, will try to activate the game on steam and then realise they already own it. Those keys will be revealed and therefore maybe subject to being used but can be deleted at any time once the giveaway has finished. If the eye icon has not been revealed then those keys are safe for making new giveaways.
