so stuff bought on steam probably would be locked

Given you are in Turkey which is one of the locked regions IIRC, it may depend on the game. Locked games, you are going to be out of luck.

The yes votes might not have looked at your Steam region.

I'm not sure wheter it is possible, but what if you don't connect steam to the internet? Does it still check your region. Again, not sure about this, but it might be a way.

Some games might not be playable outside of your country. So, it depends on which games you want to play. (This is not related to activating the game in a specific region.)

I travel a lot in Africa, so I just use offline mode if I'm worried. Never had issues when I forgot, but I might have been lucky. Other alternative is a VPN or DNS proxy.

My friend said his brother bought csgo from Turkey and he was able to play it on Germany.

Oh, you're from Turkey. In your situation not many games have the region lock to "play" the game outside of Turkey. In most cases you'll be fine.

Even Russians can play most of their games outside of Russia.

Why not? You did buy the game. Anyways, I don't think there's any problem in playing. My Steam account is Malaysian but I'm using it fine in Egypt currently. The only issue is that I can't activate any SEA locked gifts while I'm here.

If you play in offline mode you should have no issues I believe. But the moment you go online (to activate a game or to get card drops or for whatever other reason) you might have issues with some games.

Weren't Store regions introduced to let users play and buy games, when they are abroad? I mean, before that, we could just use ?cc=ru and ?cc=us to buy games at different price, but now they have locked in your region, and you can only change it, if you send them some personal stuff (ID card, address card, etc.). If I understood it correctly, then you will be able to play (and buy) games even if you are abroad.

If the Store region wasn't implemented for this, then keep me updated, because my Store region is Hungary, and I have some games locked to hu,cz,pl and sk only. I'll want to move to the UK, after I finish uni, so I want to know if I will lose some of my games, or won't.

There are games that are playable outside your region and other's aren't, it depends how publishers and developers set it.

Also even if you travel, to change your store region, you need to pay with another country's credit card, if you don't do that, then you will still have your currency even if you are in another country.
