Not really. If you use a Proxy to BUY games it's against the ToS, but since he already OWNS the key, he can activate it by using a proxy without a problem.

Wrong. You aren't allowed to use a proxy or VPN to connect to Steam, period. Read the TOS properly. People getting away with an incidental usage of a VPN to quickly activate 1 or 2 keys are lucky, and fly under the radar of Valve due to not doing it all the time, that's all.

Btw: you're not really buying games on Steam, but rather the access to games. For you as user it does not really make a difference, unless they ban you and you try to argue that those are your games.

"Hotspot Shield"? Lol? Yeah everyone, go download that one, which has been flagged multiple times for malware / trojans / rootkits.
Also, using a VPN / proxy to as much as log on to Steam can get your account suspended - it has happened before. You've been lucky so far, but every time you sign in using that shit, it leaves a nice little log of used IPs over at Valve. Probably they have some sort of conditions set to mark accounts for human checking. Who knows what their triggers are? If they see that shit and check out the IP used, they'll most likely see it's not your real IP, and you can get in trouble.
