Pros:
1- People could make a trade deal via it, so it could be easier to staff find impersonators, thieves or whatever and ban them. Also the thieves could make a fake steam chat screenshot and say he didn't do anything.
2- People could remember one giveaway winner to mark it as received or redeem the game if the giveaway creator doesn't have anyway to comunicate with him. (Like private profile and if he is a level 0 and didn't make any giveaway to comment in) (I don't make level 0 giveaways but i care for other people :P)

Cons:
1- Spam and others annoying messages, but i don't think that could be a big problem cause there's spam everywhere and staff could simply ban/suspend all the spammers. (Also, spam here is against the rules)

Regifting and trading away wins is suspendable too, so is having multiple accounts. Yet such cases exist

Your proposal makes more problems than it solves. If you need to reach winner, you have multiple options to do so: add on steam and talk, post on profile wall, post in old GA and, last but not least, send him an email.
Worst case is, after 7 days you file support ticket asking for setting "received" feedback

Some friends of mine are programmers. Making a chat system is not a big deal.

This is exactly the point. Begging/referral spam/etc is real.
Giveaway creator always gets the e-mail of the winner. So you already have 2 or 3 different channels to initiate communication. If the winner refuses to receive messages from you, one more channel won't change that, but will introduce problems I mention above.

It's not rocket science, but it's not an afternoon job either.
Second, the fact that something is possible doesn't imply it should be. Costs and benefits says it shouldn't.

About the giveaways MSKOTOR already made me think that is not necessary. But for trades it could be useful. Also the users could have the option of not want to receive messages from anyone.

This is what trade topics are for. You post on someones thread or someone posts on yours. You can discuss the deal there, or, as is practiced, move to steam chat which is more convinient than forum. Steam will be involved sooner or later in the finalization of the deal anyway (exchange of gifts/items or activating game keys). The risky point is the transition from SG to Steam platform, but it would happen even if SG had PMS/chat so no added protection here.

The idea is not for prevent the guy from being stolen, it will happen either way, the thing is that the thief is most likely to be caught. Also it would be even more convenient.

Hm, I think it would be good idea if you read some stories of scam victims. This way you will get general idea how, where and why scam(mers) work

Base line is: in typical scam, the act of stealing takes place on steam. Only this matters - anything before is just negotiations

Look, 1 week ago,one random guy scammed one forum user forging a screenshot showing that the forum user got the steam key he gave him for 5$ paypal but the forum user says he didn't get anything. Dunno who was lying but if the chat was here the moderation could rescue the chat history and find out what happened.

If anything, at least staff needs a way to direct communicate with a user. If the ticket in question is closed but we need more info, guess what, we have to post in giveaways to get their attention.

We can if it's in "Other" for example. What we can't reopen is reroll tickets, delete giveaway tickets, ... any ticket category that has Approve/Deny Ticket buttons and is automatically closed once we approve or deny the request.
A more common issue than not having any ticket we can reopen is users that have no ticket at all and no giveaway created. Ideally we would be able to create a ticket on behalf on an user and use it to communicate.

Thank you for explaining. Never met a situation where support staff has no means to reach end users.

One more category of tickets, creatable only by support is indeed neat idea to solve this. Looks like relatively simple extension of existing structures (but only code author knows that for sure)

So I'd check their past wins to see if they commented, hijack reply and write there.

And if someone didn't make single GA and never thanked the creator I'm more than sure they wouldn't want to deal with people via PMs. So they wouldn't care that someone sent them a message. They're just here to enter GAs (some of them using scripts) and then activate won games.

You know that there will always be people stupid enough to risk their money / private data etc to get something for free / cheaper?

Piling up security measures won't do any good to protect people, who don't have enough sense to filter good offers from bad offers.

Some time ago we had case in my country, where marriage was able to stole millions just by sayig that they will give people back huge interests. Of course it was impossible, but it didn't stopped 15k (!!) people from giving them their whole life savings.

They can say that someone used their account when they were away, that they were scammed for account data and so on.

It'd be cool if support could check these explanations easily. But they can't. So you'd just start to see "my account was compromised, now I'm banned from trading!" threads instead.

I would only vote for a limited time chat option between a donator and a winner.

A very simple approach, i'm thinking support ticket style,
which would auto-lock after 7 days or before if both users tick their checkmarks.

This is actually my biggest complaint here. (i know right, what a travesty) of course i can comment on a steam profile, if its privacy settings allow. But an interuser messaging system would be great. Those who're arguing against it on spam reasons, maybe they could make it so you can only send 1 message to the same person 1x a week, unless they reply in which case the message counter gets reset.

This is a great suggestion! I believe that a way of preventing begging, spam, etc... would be to keep the message/chat system only between the winner and GA creator. It would save a great deal of hassle :/

I would love to see this idea implemented. Perhaps there could be an option where you can toggle to only allow a giveaway winner or the gifter a way to contact so that they can arrange delivery if the gift isn't in the form of a redeemable key.
