They EMAIL you...it says it in the rules... If you win the grand prize then you'll probably just get the games in the library but all other prizes get emailed as Steam redeemable gifts(source: Steam forums).

Well, golden potatoes are special, since it was automated and there were multiple winners (basically, anyone who did the 36 achievements).

Though, they usually never announce it, they probably DO send a message to the winner though.
