Did the winner redeem the game? If so, then hopefully a moderator or support will take care of it. If not, and you already contacted the winner and didn't get a response, then you should request a re-roll.

so it was a Steam gift you sent to the winner's email, and the winner gifted/traded it to someone else? That would be just as lame as it sounds. Or you added them as friend and gifted it directly?
Did you provide proof in your support ticket showing you sent it to that winner?

Sent a key out , is there a way in steam for me to get a chat log from that long ago?

You could try opening the chatlog through a web browser, but if it's not there then you no longer have access to that history.
So if you send the key through chat it's best to do it when the winner is online and start chatting with messages like "hello" to make sure, but the winner did not respond when you send out the key, you had better screenshot the chatlog right away instead of closing it.
Also, since you sent out a key, it may or may not have been activated. The other party could just haven't seen the message at all.

No guarantee, but you could try the phone app. It seems to keep chat logs much longer han the main client. Perhaps the web version behaves the same way, seeing that PlyrStar93 recommended that method.

I respect your decision, but it is... unwise, in my humble opinion.
It's cool thinking the way you do, but being here for 3 yours... you should know that giving away big games to low level users... well, sometimes it simply doesn't work :-)

man bummer your winner didnt confirm your giveaway i would set any giveaway you care about being confirmed to at least like level 4,at level 4 people at least have something to loose if they do anything fishy and are more familiar with the sites rules..at level 0 anyone can enter including people who join the site for the day and never come back to claim there wins not to mention tons of bots at that level.

i think level 2 should be minimum
cuz level 0 just no and level 1 is really easy to get you can just giveaway game for 15 cents and youre there, and level 2 at least takes a bit more to get to

If you bought it outside Steam, there is always a chance that you can ask the store to revoke the original key and get a new one, so you can reroll that giveaway.

I'd suggest creating lots of very short (1 hour) giveaways with bundled scraps. It'll earn you more giveaway slots quickly. :D
