SteamDB shows activation and run locks for any given appid. Metro: Last Light (NA+ROW) for example can't be purchased in my region but has no play lock whilst the (RU+CIS) package also has a run lock.
Activation only requires a working VPN but is still a breach of the SSA even if you didn't use a VPN to make the purchase from Steam. You can't just buy from a trader and use a VPN to activate as gifts are typically trade/gift locked as well.

I thought Steam accounts were locked to one region now rather than dependent on where you are logging in from - to stop people from mucking about with VPNs. When I've been abroad recently and logged into Steam I've been seeing my own storefront with prices from home rather than the local store. Gift locks remained the same as in my home region. I'm sure somebody will step in and educate me if I'm confused.

Activation and purchase are effectively the same thing. I can neither purchase Last Light Complete or activate a key for it. But if I'd bought from Amazon when it was available I would have still been able to play it after VPN activation.

1 and 2 are the countries the game can be bought/activated in. This covers both buying the item from the store and buying a key from a third party. If you aren't in one of these regions you can't add the game to your library without using a VPN. If your country isn't listed on 3 then you will also need to use a VPN every time you run the game.
There's also another variable not shown in the image "AllowCrossRegionTradingAndGifting", if that is "No" then you won't be able to gift/trade the game outside of your region either.
Your account is tied to a specific region and it has been reported that VPN activation will no longer work but I doubt this is an absolute case of nothing working.

Chocolate, caviar, vodka, anything made of real fur, jewelry, cigarettes, military grade weaponry, petrol, and sex slaves are probably cheaper there than in most of Europe.
Some of those may have a little hard time going through normal customs though.

Steam games are obviously cheaper in the Russian Steam store... although you might need a Russian payment method (or Steam wallet).
If you buy for your own account, there're games without any form of IP checks or run / activation locks... don't expect AAA games though.

The only things that are definitely cheaper over here than in Greece are Internet and games but you probably won't be able to bring those back with you ;(
Also, everything is much cheaper in St. Petersburg (Moscow is pretty much a different country by Russian standards when it comes to prices), so better wait before spending all your money in Moscow. As for souvenirs in general... a bit of a problem here is that most of the Russian specialty souvenirs are on the expensive side. I live here and I can't even think of something relatively cheap (but granted, as Russian, I only have vague ideas about which of the things we have here could be of interest to a foreigner). Krupskaya factory chocolate perhaps, but that's about it. Basically I'd say spend more on sightseeing and take pictures. :) That's always better than buying random stuff that will end up gathering dust on a shelf.

On a more serious note, you might want to try "ptichye moloko" - it's a Russian candy/dessert. The name literally means "bird's milk", which is an idiom for something that's as rare as it is delicious.

Obvious souvenirs - matryoshkas. It's like buying miniature Eiffel Tower in Paris, but matryoshkas actually look nice (and 'exotic') and you can find some that are not a mass production as well.
Otherwise: sweets. They have some nice stuff like different types of halva (халва) or milk fudges. And don't forget bird's milk (птичье молоко; ptichye moloko), it's delicious! :O Their gingerbreads (пряники; pryaniki) are of excellent quality too.
Learn some Russian words as well, it may open many doors (and lower prices!)

So I'll be going away on a leisure trip to Moscow and St. Petersburg. Since it's not in the EU and has a different currency, I was wondering if there is something there I could get for a lot cheaper there than in Greece for example. I'd also like suggestions on souvenirs I can bring back home.
