I just sat and watched this whole video... It makes me feel like I'm on drugs but I am not on drugs. Also to anyone who wants to watch it, it has some pretty intense flashing lights, so if you have an issue with seizures you might not want to watch it.

Actually it's by Paul Robertson, a sprite artist and animator from Australia. I believe he worked as the art director for the Scott Pilgrim game.

Oh, I know, that was just one of his more notable credits. Interestingly enough, that list doesn't include Shantae: Risky's Revenge which I know he was credited as working on, as WayForward seems to love commissioning him on their projects. You'd best get on that, internet.
