They'd have to actually consider country as far as the site detects it. The country on a steam profile can be set by a user to anything.

Contact the winner and open a new ticket to request a re-roll. For "Reason," select "Winner rejected gift" if you have the winner's permission, or "Other" if you do not have the winner's permission.
If you do get hold of the winner, explain things to him. He should be willing to post in the comments section of your giveaway that he is OK with a re-roll. That will give Support the "go ahead" to approve the re-roll.

This has never happened to me before so I'm not sure what to do. I made a GA for Resident Evil Revelations 2, which cannot be redeemed in Germany. I stated this clearly in the description and according to their Steam profile, the winner of the GA lives in Germany and hasn't bothered to read the description.
What do I do? Re-roll? Get in contact with them? Open a support ticket?
