Well, I suppose you don't have to say thanks to somebody who, presumably, wouldn't appreciate it. That is assuming that the blacklist wasn't for one of those "You won my game, so I have to blacklist you to give others a chance" scenarios.

Careful not to be a jerk, yourself: If their philosophy on giving is "spread as widely as possible," it's not really our place to criticize that- it's not a philosophy that hinders the site in any way, after all.
Rather, you could even consider it admirable in its sentiment.
Besides, there's often a lot more complexity to blacklist use than just that, so it's really not good to make assumptions on a person's judgements begin with.

I've won 10 games from the same single individual- I find it weird that he hasn't blacklisted me [and wouldn't feel at all slighted if he did, to the contrary].
So whether you can understand it or not, try and appreciate that there are different, valid outlooks on the matter- and from the 'even odds' perspective, thinking that it's okay to win multiple times from the same person may perhaps seem entitled.
Of course, I'd think it'd line up that such an individual wouldn't try and win from the same person ever again, either..
But well, that's the point where you realize you're just making elaborate assumptions about what a person's blacklisting considerations actually are, and there's really no way to get a clear grasp on what their methods actually may be [unless they're willing to share their thoughts].
To me, it seems a whole lot easier to just not worry about others' blacklisting habits in the first place.. :X

Some Times people blacklist the winner, to give more chance to other people
or maybe he blacklist you for your rate 0/7
or maybe because you win 7 games and say thinks only once !! (you win 7 and have 1 comment)

Yeah, I didn't think about saying thanks until that comment, because my internal group for doing giveaways isn't really big on saying thanks. I do need to take care of that 0, though, as I'm really happy with steamgifts.com and want others to enjoy it as well.

Nothing much you can do other than shrug your shoulders and move on.
Could be many reasons why they did it, but you'll likely never know. Best not spend too much any time worrying about it in my opinion.

I am doing the same to people with big win ratio and small or 0 give ratio... I don't like leechers only :D I understand somebody doesn't have money for that, but you can give away a bundle game or so on...

Well, in my opinion that's not really a good move to blacklist somebody just because that he won, I personally don't approve this excuse "Just to give others a chance". I do agree with what OP said, we're all here to win games, and give back when we can.
And I personally believe that everybody should have their own chances, despite their ratio.
