Hi, I need some advice with PP trade. I have been trying to sell some games on GroupBuys group. One of the buyers sent me a pm about extra fee he has to pay along with some "ideas how to bypass it".

At first he wanted to use help of another host from group buys to send me cash ( dunno why , maybe he wanted to trick someone else to pay this fee).
Then he asked me about chargeback : " I will sent you x$ and you will resend me x$-game cost. This lit my little red light (If I am not wrong then chargeback is about resending whole payment). When I told him so , he stated that he wanted me to resend cash by family and friend (which would generate fee on my side)

So am I missing something or shall I report him for scam?

He is probably trying to circumvent the thing where you cannot send money under one dollar. One of the ways to do that is to send more and let the recipient send back the extra.
So, it may be harmless. Still, there is an easy way to circumvent it without this trick, I just forgot how.

If I remember correctly it was sending the payment through the PayPal (smartphone?) app but I haven't used it yet so I'm a little fuzzy on the details.

But sending as "family and friends" doesn't have any fee.

Its tax free as long its same country. Every single time when i send cash outside the Poland i have to pay this kind of fee

There's no fee if it's within the same country (or between US and Canada), and if the payment is made by paypal balance or linked bank account. If you pay via debit/credit card or across borders, you do still pay fees.

That's still likely to be cheaper than any other money transfer method, however, so there's that.

Ah, I always use the linked bank account for payments. According to the EU version of that link there's no fee if the destination country is also on the EU, so I guess I've been lucky when I've bough from group buys.
