I would suggest actually linking to them on the front page, rather than burying them in the forum where the vast majority of people will never look....

I was referring more to people posting beta keys etc. rather than posters on the forum.

And besides, the title of the sticky says nothing about rules, only "site guidelines" which are an entirely different kettle of fish.

If we really want people to read the rules, we should enforce some law or social norm requiring people to familiarize themselves with how a site works and what is allowed/disallowed before using the site.

We could call it common sense. (=

Many people ignore forums on the majority of sites they visit unless they have a specific reason to enter them, myself included (because who really cares about yet another group of people posting stupid memes and pictures of their cat?). I only came in here the first time because I was trying to find out how points generation worked.

Having seen no rules link in the header or footer of the site I had at first actually assumed that anything the site's code permitted you to do was legal (why have games in the list that you're not allowed to give away?) because if there were rules then surely they would be well-signposted.

Ignorance of the rules doesn't mean that people are exempt of them.

The staff of Steamgifts can't literally force everyone who signs up to read the rules, even if they made a dialog box that popped up when you first sign up that forces you to scroll through all the site rules people still wouldn't read them and then they'd complain when they get suspended for breaking a site rule.

It's the same on basically every other forum/site that I've ever been to (and over the last 15+ years of me moderating different sites that is A LOT of sites).

Ignorant people will never change, the best we can do is mark rule breakers and move on, posting about it directly at them does little to remedy the situation, it usually makes it worse/causes a flame war to erupt. Just treat them like the children they are and completely ignore them.

This is all true, but if the rules were actually visible then fewer people would do so. Of course there will always be people who refuse to read them but the more blatant they are the more likely they are to be read.

And as mentioned earlier, even here they're not labelled as "rules".
