Most of the people posting here assumes that those that wins a giveaway and has a copy in their inventory are only gifters and not traders. In other words, glass half full.
In my eyes, if they were to give away a game, they would already have created a giveaway for it already and would have it on their profile. If not, then it's most likely that they're holding onto it to trade. That, in my opinion, should be a nono. If you already have the game, but choose not to activate it just to trade it away for more games, and win it? Pretty dicky move IMO.
And to those who say "Oh...I keep it in the inventory because of my huge backlog". What difference does it make? You'd still have to work through your library.

For people with backlogs, they already own the game. They don't need to win a new copy of a game they already don't want to play. Thus, I agree with you on this point. I also agree with you on the rest, so high five.

Let's use this in a real world application...say these games are food.
Person A has bread.
Person B has nothing.
And there's a giveaway for free bread.
Person A goes "I want a eggs, but I also want Bread. So, I'll enter this giveaway, and OMG! I win bread! I'll trade away my first bread for eggs, I get two meals all to myself!"
Person B starves to death.
This is obviously an exaggeration but this is how I see it. A person really wants to play this game, but some dickhead decides, I don't really care about this game to the point I'll trade this away. But then, I'll take away this chance for other people to play this game because...#YOLO#SWAG#HURRDURR.

So what would be the difference between having the item in the inventory when you win or having it given away/traded for before that? Whats the difference between buying game A and trading it for B while entering for A and buying B directly while entering for A. Whats the difference between having the money in your wallet or in your inventory if you could simply buy the game instead of entering?
What about people entering for every game they see instead of the ones from their wishlist? The games they never play. Why even enter for giveaways if you can buy those games. Don't tell me you can't afford them,cause then A) Every gifter here would be just for milking,cause he can afford games,so its his fucking job to gift gift gift while those poor people take take take and B) Set your priorities,stop drinking,stop partying,stop having broadband connection,stop having a house,live in a flat....Then you can buy games,too. Sounds ridiculous? Then you are aware of your priorities,which is good,but then you shouldn't complain that other people want to win,too,even though they could afford the games.
Seriously...90% of the SG users saying "I cannot afford to buy/give games"...but you have a PC to actually play games like far cry 3 or whatever? Cmon...

What happens if its a bundle (like one of the humble bundles as an example) that the person has one of the games already in their inventory.

Bundled items are at the discretion of the giveaway holder, usually. If you're ever unsure about a particular giveaway, ask the person holding it. The better will tell you in the description whether or not they want you entering if you own any of the included games, and even if they don't specify they may still re-roll. Just play it safe and inquire as needed.

I make it a point to not enter bundle giveaways if I own more items than 1/3 of the price of the giveaway. For me, it's about how much money I would be taking away from another potential winner. Game for me, but value for others when I'm thinking of others.
When a gifter asks that people who own a part of the bundle not enter, I don't enter. I still can, because there's no rule allowing a gifter to make such a restriction, but I believe a gifter should have ultimate say, not the site. I would support a gifter refusing to deliver under these conditions, because the entrant was dishonest. Ban the gifter for breaking the rules, yes, but he would be as just as the ban.

I have a lot of games in my inventory. Some I don't have yet. I sometimes just like to pick up a game to use for a GA. I like to have a good stock and then I'll make GA's for them when I feel like I want to give that game.

Having a game in your inventory means that you own it. It doesn't matter if it isn't attached to your account, you still own it already.
How about we allow giveaway creators to require public inventory for entry? That would allow the gifters to decide, and they're the only ones who should have a say in the first place, not the giveaway entrants who are not required to give anything in return.

Some games are meant to be won, not bought. If I have twenty copies of Fortix in my inventory, that doesn't mean I shouldn't win it.
That said, I agree that having a game in your inventory means you own it, and if you really wanted that game it would be in your library.

As long as he/she doesn't put my won copy in their inventory as well, i don't care. All i ask is that he/she adds it to the library immediately, no excuses

I have a copy of Just Cause 2 in my inventory, I'm not gonna use it any time soon. I've been trying to win the game from a giveaway because I'd rather give my copy away or sell it to somebody.
I don't think there should be a rule for this, as there are a lot of traders which don't want to use their copies but still want to play the game.

Well, since inventories can be private there's no way to check them, but in the end, this whole thread mean we can try to get two copies of game in price of one.
"Yay, my wishlist game. Let's buy it and keep in inventory, maybe I'll win it, so I'll have copy to trade. And if not, I'll just activate one I just bought."

I'm not sure if it has been mentioned in the FAQ but I was curious enough to ask.
Not that I've encountered any winners of that situation, it's just a what-if question.
I'm aware that it's against the rules for someone to win a game they already have in their library.
However, what if they win a game that's just in their steam inventory?
