I usually put people on blacklist if they are breaking one of following rules:
- not activated wins
- multiple wins
- VAC ban
- inappropriate behavior
- gifting free games
- not following giveaway description
- bot

I am done with "real" public GAs for a while.
In my last GAs I had many winners with non-activated win, multiple wins (even high lvls)
