I live in Brazil and made a Brazil only GA for this key. Now the winner says he can´t activate it, there is some problem and asked me to reroll.
What should I do in such case?
I´m still wating for him to tell me what exactly went wrong.

Very general and unclear what some problem implies.

Wait the answer, not much you can do, with a reroll you could just run into thet same thing.
Maybe winner isn't really in Brazil (travelling/VPN)?

Sorry about the unclear part. I´m just afraid that will occur again. Hoped someone could say why this happened, if I missed something or screwed things up.

It does sound strange, but if the user can't activate for whatever reason, just use the support button to make a ticket and request a new winner. I doubt it will be a problem a second time?

I have had a very similar issue before and I found out (after a brief conversation with the winner on Steam because I was curious) that the winner used a VPN to enter region restricted GAs because of the lower entries #facepalm

Could be the same thing happening here, but as long as the winner asked for a reroll, you can get support to help.

Really? That user went through so much hassle to just enter GA(s)? You have to create a ticket to change your region in steamgifts.
Considering the ticket that the user created, it would have taken at least 3-4 daysmy assumption based on ticket category , I might be wrong. The user must have had to go through another support ticket when there must have been other issues.
And all that just for GA.

shrugs That's what the winner told me anyway after repeatedly asking me for the "key" to try - fun fact, it's a steam gift.

I think I still have the conversation I had with the winner saved as a screenshot... somewhere :/

SG does not sync regions automatically so changing region with VPN will not work. They need to show us screenshot that shows their current region on Steam.

Sometimes SG sets wrong region on registration and it needs to be solved via support. But if someone would change region into wrong one on purpose.. well they were not eligible to win this giveaway in the first place, as they can't activate it. I would write to support in this case to solve it even when winner does not write request new winner ticket.
