You should be able to see his email, since he won your giveaway. Try to send him a message there. Also, if he has any discussions here on the forums or has posted a comment on a giveaway he's won, you can contact him that way. Keep copies/screenshots of these messages to include in your support ticket.
Then if a full 7 days have passed, as the above poster mentioned, fill out a support ticked requesting a new winner if the key hasn't been revealed. If it has been revealed and he has the game registered in his steam account, you can instead request that mods mark it received. If the key has been revealed and the game is not registered in his account, you might want to instead request the giveaway be canceled since he might have activated the key elsewhere or sold it on a trading market.

@OP - I'd just like to add that if this is the case, you might also want to send in a ticket to report the user for failing to activate his win. Preferably before you cancel the giveaway. Screenshots are your friend here as well.

How many times did you try to send him a friends request? That error has been known to happen when you send a friends request and cancel several times.

Wait 7 days period, many times people might be online on Steamgifts but accepting gift with a delay. One time winner from my giveaway accepted gift in a month due to personal reasons. Some people just not receiving gifts as soon as they won them, so i stopped worrying about it long time ago. Also what is important is key revealed or not, if its revealed you will need to write support about it if 7 days are over, key revealed but still not marked as received. And scamming that way is really rare IMO, i never saw winner trying to pull something like that in my 2 years here.

i got same problem, but winner marked as NOT RECEIVED. I asked him why he doesnt activated first, then told him its an email from HB. I have proofs that i send him gift to email associated here with SG. One week and support is so silent, no answer...i dont know what to do xD

I had one winner who actually got mad it seemed for the fact that I sent a game trough a gift link and he started ranting about "not keeping it simple with keys"

prob will tell you 'key is wrong' and activate it on second account. Thats why i prefer email gift

If you believe your winner has actually activated the game via the email link, you will want to create a "Request Received Feedback" ticket that includes documentation of activation. (A screenshot is usually sufficient.) If you have no evidence that your winner has actually activated the game, or if your winner has marked the game as "not received," you may want to contact HB to have the gift re-issued. This will negate the old link and provide you with a new link. You may then give the new link to a new winner using a "Request New Winner" ticket.
Your other option is to just have the giveaway re-rolled and hope the email link is still "good."
P.S. (What to tell HumbleBundle? You might try, "My friend says he was unable to activate the game using the email link. Please cancel that link and send me a new one.")

Wait, so ppl may take gifts directly through HB(there are proofs on which email it was send to on humble bundle site) and mark as not received and its okay?! I send a gift, i dont know what hes doing with this but i have proofs that he got an email from Humble Bundle with the gift...
Ppl could get a direct Steam gift from Steam site, redirect it to alt account and u still will tell 'ask steam to reissue gift'?

There was no key, i dont know if u even read what i wrote in ticket. There was email send DIRECTLY from HB site(CREATE GIFT LINK or SEND GIFT THROUGH EMAIL or smthng like this)

It's not always just level 0 giveaways. I had a level 2 GA where the winner didn't activate for over a week despite showing regular login activity here. In the process of chasing them down, I came across posts from other users indicating they'd had the same problem.
I don't understand how some people can go to the effort of routinely logging in and entering GAs just to not bother redeeming their wins...

A winner has 7 days time to accept your gift (you have the same time to send the gift.)
If he doesn't, or he declines the win, you can message the support to ask for a reroll. Refer to a comment the winner wrote or send them any other legit proof.

I see the "problem" got solved.
For the next case:
Wait 6 days, write the winner after that time a message, make a screenshot of it. Send this screenshot in the "reroll request ticket" at day 7 to the support.
I also noted that there are multiples comment on his profile from other people on this community requesting him to accept the prize.
If a lot of people write such stuff at someones profile he is not very active or use a autojoiner and come only each few days online to collect the wins.
You need to run often, for days, behind such ones that they please please please take their wins.... (puking)
Special with such winners check them with https://www.sgtools.info/activation and https://www.sgtools.info/multiple-wins, and if they have a red mark appearing there send a reroll request ticket to the support, before you send the key.

Is there a way for a winner to collect a key without logging in to SG? My winner had they game in his inventory when I check 20 minutes after it ended but had not been on SG for an hour. Just curious.
I tried key on my account because I own it and it just says I own it not that it has been used.

Hi, so recently I set up like 9 giveaways from a Fanatical Bundle that mostly were games I was not interested on.
However there is one winner that haven't accepted the prize, I proceed to enter to his Steam Profile to try to contact him and when I try to add him as a friend I get this message: "Error adding friend. Please try again."
I also noted that there are multiples comment on his profile from other people on this community requesting him to accept the prize.
Any specific rule I must follow? I will read you tomorrow since I am going to sleep now.
