What happens if someone wants to give away a game and at the time doesn't care to own or play it only to later change his/her mind and want to play it?

They should think about that before they give it away. I'm sure we all have lots of games in our Steam library that we haven't played yet, but still think we might play in the future.

I don't think this suggestion is a good one.
SG checks so you can only enter a giveaway of a game you don't own
SG checking after you receive your game, to see if you used it (put it in your library)
Is more than good to me.
Maybe making it a rule that you have one day to re-sync after you won something. So that they can check if you redeemed it or not.

This sounds like a better suggestion. Although, maybe require a maximum of 48 hours to re-sync because I, and probably a few others stay logged in and don't re-sync automatically.

once i gave away a game that ireally wanted to play(9 month ago) and then i bough it on recent christmas sale ..... i wanted to play it so much but i decided to give it away first and if i won that game here i would definitely play it....

This is already taken care by the rule that tells you you must activate the game on your account. No need to punish people who change their mind or those who are willing to give away games even if they want them too.

Ok, it is all true. But :
A - you have to activate the game you won via giveaway.com on your steam account
From FAQ : "You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration"
B - you cannot technically give away or sell games from your steam account -
C - you activate a game you own and are interested in playing it (not always - as you mentioned)
A + B = you win games to play it
I think, that if u want to trade a game you own you can use "Trades".
"Giveaway" should be for ppl interested in activating and playing games from giveaways.
Maybe the basic idea is too strict. But there is no punishment for breaking the mentioned rule of the portal.
If you want to make a giveaway for "devoted" players, not traders, you dont have such option. This can be implemented as an option to choose during the creation of giweaway process. This one for everyone, that one for contributors, that one for players :)

Sorry, I don't get what you mean, could you clarify, please? All of the giveaways are for players, not traders. And if you trade away a game you won, you risk a ban.

Not activating a won gift has always been grounds for suspension. Catching people is the hard part - I'm sure there are plenty who fly under the radar.

I can kind of see your point of view about this subject, but I don't think users should be barred from entering giveaways for games they've given away. I have no intention of playing Skyrim at the moment, yet I'm giving away 4 copies on SG because I don't want the game right now. So should I be barred from entering a Skyrim giveaway months from now if I happen to become interested in it?
That's like saying if I buy a cake for a friend, I don't want any cake for myself for the rest of my life. :P People change their minds all the time, no decision is ever set in stone.
EDIT: Are we talking about people who win a giveaway and trade the prize? Or is this about people who give away games on their with list?

if i like a game, or its on my wishlist (most of the time if B happens, A is also the true),
and i want to share it, why do i have to keep it?
for example, some time ago i made a nihilumbra GA.
i don´t have it on my account, its on my wishlist,
but i thought, "man, its a pretty nice game, lets make someone happy!"

I have only bought non-bundle games to give them away and I'm only buying 1$ bundles for myself.
I really like LEGO games so i gave away a few keys. Never bought one for myself.
There are people who gave away hundreds of games already (or even a thousand) and haven't won much compared to that. It would be pretty unfair to make a rule like this retroactively.

Terrible idea. I gave away games I would rather have owned. Why? Because it looked like a nice game, that other could enjoy while I play some other games I already own. Doesn't mean I don't want it.

Its against the rules, true. But how to prove it. It is a fiction.
I just try to think of a tool which would "help" ppl to obey that rule.
Now, when u have to put a key of the game while creating a giveaway it is possible to implement a function to compare newly inserted keys with these previously inserted. If the system finds the duplicate (key already used in previous giveaway) we would have a proof. And ban.
Maybe it already works this way....

I think that u should not be allowed to enter a giveaway of the title that u had once created. I mean - if u had a game and gave it away. That means that u dont need it. And u join the givaway cause u want to win it just to trade it or give away once again. Giveaways should be for players - u win it
, u play it. General rules of the portal stipulate that condiction. System has the data of previous created givaways - it should block such user the opportunity to join the givaways concerning the same title.
EDIT : Now I know - it was a stupid idea. Earned some BL`s thanks to it..
Many times later on have I launched the GA with the game I have on my wishlist.
