That text there IS the user name, and can be searched, and found on the first page. The account has one unplayed bundle game and Dota2 with over 300 hours, and is from Russia. Three groups, 107 friends, and a number of Dota2 items in the inventory.

[unassigned] .. its not his nick ... you got [unassigned] sometimes when you add a guy and the steam lags and doesnt update the nickname ... i got plentys of unassigned guys, but after a few seconds theyr name appear ... so tell me how did you find that guy on steam without knowing his nickname ...

Like I said, it is his bleeding username. You can go to Add Friend, enter that, and find his profile by looking for the image.

I could easily link you to the profile in question, but that would be breaking rules if I did it here, and since you don't allow profile posts, I can't link there either.

"Please do not call out users in the forum or chat. Submit a ticket in the Support Forum."

well the implicature has always been that users = steamgifts users in the above rule, (not that I think anyone ever checks that) so in this case he'd technically have a case

You aren't supposed to call out anyone. A lack of SteamGifts account doesn't matter.

the way it's worded implies it's users of the site, but in practice, yes, it's anyone, but I believe this is (like i alluded to) because it's a lot of effort to find out if every "user" called out is a user of the site or not and it's easier to just be safe and take action regardless.

at any rate the rule does say "user" so it has to be a user to something, so no, it's not anybody.

Its a bot sending a fake link designed to hijack other accounts when they try to log into what they think is Steam.

I think those messages are sent automatically and those accounts are bots.

those accounts are stolen accounts, and after they got stolen, they are becoming in auto-spamming bots.

The accounts are phished, meaning you're not responding to anyone. It's a bot and each new person is another victim.
