Like I said, it is his bleeding username. You can go to Add Friend, enter that, and find his profile by looking for the image.

the way it's worded implies it's users of the site, but in practice, yes, it's anyone, but I believe this is (like i alluded to) because it's a lot of effort to find out if every "user" called out is a user of the site or not and it's easier to just be safe and take action regardless.
at any rate the rule does say "user" so it has to be a user to something, so no, it's not anybody.
