Yes, you can point at game and it will say if it's DRM free or Steam key.

What happens if I buy Arkham City that is not available to play in my region? Can I add it to library and wait for it to become available or I won't be able to activate key at all?

If the key is region restricted, Steam won't let you activate it.

Unless you bypass the restriction of course, which is not recommended.
