Why can't i enter a giveaway if i don't have the game?

Click Account then Sync Account.

It probably thinks you own it since there was a free weekend recently.

Account syncy. Happened to me earlier, as already explained, it is because of the free weekend.

You have to sync your account. Just click the Account button, and click Sync.
The reason this is happening is because of the free weekend for Payday 2. Steamgifts detects Payday 2 in your account, when in fact, it's not. :)
[EDIT] I saw your question already has been answered. Oh well. :P
