Finding the way it has been encrypted/encoded is part of the puzzle. If you follow the recommended steps on the ITH having ththe hint encoded the same way as the question is helpful because you'll just have to find how to pass from the encrypted message to the decrypted message. For example if you have transformed the names and obtain: 20-14-9-8 1 5-22-1-8 or tnih a evah (numbers and letters transformation as recommended) and you have to find have a hint it is relatively easy to see that the text has been reversed.
The hint definitely help to solve the encryption but it does not give the method used without an effort!

You have to decipher the questions. To do this you have to first convert names as numbers/letters with the tables you can find on the wikipedia pages. Then you have to use a cipher to find the question. Q1 works a bit differently but you might easily figure it out.

If you found Q1 you should have no problem to find how to translate into numbers/letters for the next questions. All you'll have to do after that is to find the method of encryption/encoding used. Also remember that you "HAVE A HINT" encoded the same way so you can take advantage of this knowing how worls phase 1.
