Same could be (and was) asked of regional giveaways as a whole. There are pros and cons either way.

Nobody likes to be restricted, restrictions are put by Valve and people inside restricted regions are already annoyed of having difficulties and being punished, it's not a reward. Be happy that you have ROW store.

Regional GA's are like that because of region restrictions in Steam. Not because people want to be locked down.
And no, it would be bad in general. People complain about lack of wins because they don't understand how the site works, or math. Nothing will solve that.

give valve a few years and they will end up region locking all the countries.

I think this would only be fair if you could lock it for every country. This would be bad, as it would split up everything

I see some people set locks on row keys from bundles so only people in their region can win.

More restrictions would mean less giveaways that you can enter, and thus less wins.
