This is a common story.
When you see the word VPN, you can think that a free gift that violates Steam's terms is not allowed.
Occasionally I see something like "discussion" reporting a ban.

Nope, but I might have been. So I wouldn't recommend you to do it just because some dude on the internet wasn't banned.

It's against the rules in Steam's Subscriber Agreement. So you do risk being banned if they discover that you've been doing it. Whenever you register a game Steam keeps logs and it's easy to tell if you've used a proxy, so this is something that could easily come back to haunt you many years down the line.

This. People are generally under the impression that when they use a VPN, it makes it look like they are logging from another country. They are only half right and this is true of paid VPNs as well. It might fool the technology, but as soon as a human looks at that, they can see that you activated from a different country. Then, they might look into that logged IP address and immediately see that it's from a VPN service and not activated from abroad. You have absolutely no case when it comes to lying about that.

Not worth risking your entire account for the sake of saving a few quid.

You'll probably be fine, but, well, it's still not worth it. Would you really want to live with a constant risk of losing your account just because you've decided to cheat the system? In case if you want to get something like Tell Me Why, the safer way would be just to pirate it (I mean, the publisher doesn't want you to buy it anyway).

you need to switch your steam account country nowadays and there is a cooldown of i think 14 days to change it again
