The new Humble Bundle contains the game and they give you 3 copies extra, which you can give to your friends.
So yeah, people have extra copies and create giveaways here on SteamGifts.

The wording of his post is ambiguous, but it seems as though he was asking the people here if any of them had any more Insurgency copies to give away. I am fairly certain that that counts as begging, which is prohibited on Steamgifts.
