There are three types of giveaways: public, group and private. Contributor value is just something to restrict the amount of entries. Though I see your point, contributor giveaways aren't open for just anyone.

That's what you'd think, but apparently it isn't so. I would also think people who give away free stuff would be more dedicated to this site... Though they might be just after the contributor value to gain entry to better giveaways.
