The lowest savings you can get from it is 90%. If any of the games from $10 or $15 packs go on sale you'll get it cheaper.
Assuming all titles go on a 75% sale at once (or even average discount for the pack), you'd get a 97.5% discount.

It might be a good deal if you have Developer Alliance Bundle, which costs stinking €15 (while games inside goes for €13!!!).
