^ wrong, never email the game on the first email, that is a big mistake i see lots of ppl make, email him saying like " hi did you know you won my game" and wait for a reply. no reply happens get a reroll.
if you just gift the game then he doesnt reply or mark as received, and u reroll and the key is duped. your getting banned if you cant prove it to steamgift staff

You might want to send it via email instead or at least send an email to let them know they won and to please accept your request so you can give it. They probably didn't check SG to see if they won a giveaway and have had random requests that led to attempted scams or phishing attempts. I know I sure don't accept anyone unless I'm aware a request will be made or without checking SG first to see if I had won a giveaway.

but not just the key, send a email requiring a response and then reply to that response with a key.
otherwise you don't know if it was spamfiltered or traded or what.
also I think it helps to keep "contest" and "winner" out of the title or something, not 100% on how those filters work lol

Just e-mail him to add the game. I have a ton of friends on my Steam account and typically go through removing people I don't know just to keep my list somewhat manageable.

Do not email him the game. That's all you need is for him to use the key/gift and then try to claim you never contacted him.
If you can post on his Steam "wall," leave him a message there. If you cannot, wait for a few days. If he wants the game, he will contact you and then you can complain about him deleting you. If he doesn't respond after seven days, re-roll and give it to someone who will actually appreciate it.

Like all the other users said, try to contact the winner again, by messaging him over Steam and by sending him an e-mail. If you don't receive a response in a week, contact support.
