Not the purchase itself.
- Send gift to a friend.
- Choose email.
- Enter your email address.
- Once you receive your own gift email, copy the link at the bottom of the email (see the screenshot below).
- Remove the part of the link which contains your email.
- Sent the link to your friend.

Best thing you can do is wait it out and try to purchase again later.
Steam support will only tell you to delete this and that and then try to purchase again but you'll probably still get the same error after doing what they say.

Just try to purchase again every once in a while, maybe if you haven't done so already, try to restart Steam..
Or if you're trying to purchase from a browser, use the Steam GUI instead or vice versa..
Aside from all of that, best break out the Hungry Hungry Hippo...

So why don't you buy a gift and then select "keep it in my inventory for later use"? You can send that to anyone as well then. Worth a try maybe.

if you are using VPN I do not recommend to write to steam support, you can get ban. there are probably some problems, try to restart steam, pc, and try it again. It happens sometimes

i am using vpn because my country block several important site (like imgur,reddit, etc.) and always turn it off when making purchase from steam store, i've log out and log in again, using steam client or browser, but this problem only happen with this game

Okay morally, not okay according to site rules and can get you in trouble. Maybe try to contact the site support about this, although as I hear they are even slower than Steam's.

so i have Issues with sending my gift to the winner, i've sending via "Email my gift" , "Send my gift directly through Steam" method , but it always appeared
"An unexpected error has occurred. Your purchase has not been completed.
Please contact Steam Support."
i've sent this game succesly to my 4 other friends , and check my vpn and its already turn off
