None of the other games hard cards so no big surprise,though i doubt they needed cards to help sell the game nor do i suspect it hurt sales any well maybe 1% of those card junkies and badge whores.

Developers include trading cards because it's a solid income boost for them, since they get 15% (minimum 1 cent) of the trading fees.
So not including it means, at least temporarily, a lack of additional revenue for that, hence why it is surprising.

Bethesda likes to squeeze out every last cent. 1% would mean a few hundred dollars, but apparently they have nobody who could design them some emotes (because badge and background pictures would be solved with promo material).
Plus their last game, Skyrim, had trading cards, so it was natural that some expected Fallout 4 to have those too.

Literally nobody is buying a $60 game just for the cards, but they're a fun bonus, especially if you're a fan of the game/series.

Most good games do not have cards/badges whereas almost all games you don't want or bundled does have. I believe it is kind of sales pitch for unsold games.
