Make giveaways ... that way you get some number of peons which have absolutelly no intrest in whatever your group is doing and are there just for the free stuff :)

The reason I started the steam group is that I want to have a sponsor to sponsor a game server if possible, I'm already in contact with a company but I need to have a playerbase first.
EDIT: It is not only a steam group btw, I also started a forum

If you just want to have something that looks like a playerbase, then buy some cheap bundles, make a thread in group recruitments/other forum categories, to loot people with GAs (just look at other threads).
If you want an active group and forum, find a motto/niche and advertise it in some threads aka marketing. Make some intern posts where people are asked about their opinion, or anything. But a group with the topic "just post anything" wont lead to a posts/active community...
