You can't giveaway game that already on your library. It's attached forever in your account and cannot be gifted.
There's basic guidelines to create a giveaway. You should read it.

You tell him to read the FAQ, but then encourage him to not read the FAQ by continuing to answer the questions. Seems counter-intuitive, no? I'm not saying that you're wrong, but it's quite clear to me that he hasn't even clicked on the FAQ link yet.

It'll say "(2 copies)" next to the title if there are two copies, etc.

Whenever you win a giveaway, you'll see a green bar near the top of the main page of SteamGifts. If I remember correctly, it's just below the Featured Giveaway.
