You can still play it as long as the key you received isn't region locked, you just can't buy it off Steam.

If the game is unavailable it means the aactivated key was region locked I think. It's weird that TremorGames provided such a key since they got them (probably) from Humble Bundle and those shouldn't be region locked. If it's unavailable - it's unplayable so I would contact Humble Bundle (in case it was indeed a Humble Bundle gift link from TG) and ask them how could it be that they provide region locked games... It shouldn't be like that I think. TG could give the coins back as well if the first option didn't help.
Edit.
Just read what someone above me wrote and in case this perosn is riht - I didn't know if You were talking about not being able to activate the game or not being able to see Steam Store page for the game.

Sometimes games are unavailable in your country because they are simply not being sold there, but they can be activated and played without problem. For instance, censored games in Germany, Fallout 3 in India, etc...

so, if i can get a censored game as a gift, i can acitvate it and play it in germany? what is the region lock for, when i can play censored games anyway? is the game then a cut version with no blood or something like tf2 in germany?

Most censored games are not region-locked... They are just not being sold in Germany.

Same goes with Fallout 3 - sorry, only 2 examples that come to my mind. You can't buy it from the India store but if you're from India there won't be any problem receiving, activating and playing a Fallout 3 copy.

what is the region lock for, when i can play censored games anyway?

  • well, it simply is a different thing. Censored games - those I mentioned at least - are simply not sold in these places, but no measure has been put in place to prevent people from these places from actually getting the games and playing them.

thank you. but how is it in the game? do you think or know if there is much cut out? i take team fortress for example. there's no blood at all if you have a german ip... is it because it is sold in germany and the german censorship takes effect and that's not the case if it's not allowed to be sold in germany?

sorry for my bad english

Most likely it's illegal to sell the uncensored game in Germany, but there's no law preventing people from actually playing the game there.

It's not illegal to sell it. It's illegal to advertise. You may sell it to proven adults if they demand it.

That's interesting to know. Why doesn't steam sell it on some secret page then?

Sniper Elite: Nazi Zombie Army 1 and 2 afaik can not be registered to your Account if you are living in Germany, not even when you got it gifted from someone who is able to buy it.

Well technically if it's unavailable, there are 2 kinds of unavailability: 1. The game unavailable and not playable in your contry/region.
2: The game unavailable, but playable in your country/region. You can check it with steamdb, search for "onlyallowrunincountries" If it's yes, then you can't play it without VPN ( I won't suggest that, because with that you would violate the Steam ToS ), but if it's No, you can play it without any problem. For example: I live in Hungary. We have most of the games uncut and available, but Injustice Gods Among Us ULTIMATE Edition has one costume, which is (as WB thinks) disturbing for us. We were invaded by the russians long ago (no hate), and there was a spinoff story that Superman landed not in America but in Russia, and on that costume he has the sickle-hammer, which is an autocracy symbol. So WB decided to not release the game in our country. We can't get it in retail, nor on Steam, but we can get it from foreign sellers, and it's playable in Hungary.
