It's not gg.deals, but Gamivo. When you go to the offer, it lists regional restrictions, e.g. Russia excluded, which makes the title wrong.
When you search for it on Gamivo, there are two other offers with different description, the one without Russia makes more sense to me.
ROW means Rest of the world, which doesn't mean global. It just means that it's the final package after several packages only for certain regions. E.g, if you have restricted packages for 150 countries, ROW package will only include a few countries.
If your profile is correct (you being from India), you would need a key for the Asian package: https://steamdb.info/sub/839749/
Those listed on Gamivo rather seem to be ROW, which mostly covers Europe.

Hello. AFAIK Against the Storm was strictly limited @HB Choice. However, gg.deals shows the game as practically global (EN/DE/FR/PL/PT/RU/ZH/ES ROW). Does anyone have any idea how's that? Other then HB source or actually the lock isn't that strict?
