It sounds like that item might be related to this part of the policy: " Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase."

This means scammers can buy games, trade them, or gift them which is ppl do now, and then refund and if recipient did not activate it, he can lose the game?

No... and yes.
There's a 15 days trade ban on gifts when you purchase them, so if you trade via the trade window, you can't be scammed (or at least, Valve can revert the trade).
But if you don't use the trade window, you can easily be scammed, but this was already case yesterday anyway.

Probably same risk as credit card chargebacks. If this happens once, they'll never allow another refund on your account probably.

Edit: There's a part in the FAQ that specifically addresses this case:

Refunds on Gifts
We are unable to offer refunds for gifts after they have been redeemed by the recipient.

So just activate as soon as you get it.

14 Days is enough to try out any game and found out if you want to play it or not.
But you can only ask for a refund if you play the game for less then 2 hours.

Keep in mind, if you keep doing that a lot you could be marked as an abuser and lose the privilege. They did say refund, not trial/renting. You don't normally refund products very often do you? So you need to still pick games carefully and not buy every game you see, play for 2 weeks and get refund.

Also, unless steam got better, offline gameplay is iffy at best. Many games don't even run.

Same as zelg. Last year the university changed the internet in the dorm and i could only use Steam offline. Finished games like FEZ and Overlord and played a bunch of others. I had no problem with offline steam.

Don't misunderstand me. My backlog is big enough so i don't want to buy anything for myself for years.

There will be others abusing the system until Valve has to change it again.

devs can set how often cards drop fr their game (that's why some games you can idle clean in 30 minutes and some take hours). They will just put 1st drop after 2hours and problem solved.

I wonder if any of the games on steam that dont have drm (http://steam.wikia.com/wiki/List_of_DRM-free_games) will lose sales. Given you could now theoretically buy the game, download it, copy the files elsewhere, then refund the game

EDIT: Obviously one user would not be able to do this too much as they would be banned from refunds, but people might do it for the odd game, or god forbid refund bots that create a new account, buy a game copy it and refund it before moving onto a new account.

That's too much work, if you want a DRM-Free game for free, just pirate it, the result will be the same, with the advantage that you don't burn your chance to get a legit refund when you need it in the future.

A bad side effect I can see is that reviews for games will become much better in general, as only those who liked it will keep the game and be able to review it.

Not really. You'd need more than 2 hours to decide if you don't like the game due to it's story/ gameplay. If the controls are terrible or it runs like crap, you can write a review while waiting for approval from Steam support. There might even be more negative reviews, since people might not want to wait for a patch.

You could easily write a review BEFORE asking for a refund.
You can even write one for a game you only tried during a free weekend, the only thing that matters for the system is your registered playtime.

But if it is a bad port, there should already be plenty of top reviews about it. Most reviews now are all funny ones as those seems to get the most up votes. Sure it makes you laugh, but doesn't help potential buyers decide if they want the game or not.

In that case, unless you are buying the game just to write a review, you should already be aware of that. It is generally a good idea to look at some reviews before buying a game anyway and if it really is that bad, top reviews will most likely mention that.

4h game doesn't need to be bad, there are quite lot of short great games, especially indies
Moreover you can't read reviews if you bought game in preorder.

7 days is quoted time and it's likely as long as you ask before 14 days is up.

I hear some tester getting refund approved within 30 minutes.

It's very likely 98% automated.

Finally, a step in the right direction as far as their support goes. Also, according to people on reddit, these refunds only take a few hours to be reviewed so they are being efficient.
