Great News for Pre-Purchase.. it becomes more interesting to Pre-Purchase something knowing that if they royally screwed-up the game then you can get a full refund on it.

You can only get a refund within 14 days of purchase. So if you Pre-Purchased a couple months ago I don't think it will count

Refunds on Pre-Purchased Titles
When you pre-purchase a title on Steam (and have paid for the title in advance), you can request a refund at any time prior to release of that title. The standard 14-day/two-hour refund period also applies, starting on the game’s release date.

Yup, it will

This is going to be abused (yes i clicked the link). Like you can legitimately buy a game and finish it before 2 weeks, refund it, profit. I think they will implement some rules on this like you cant refund if: you sell cards (and they should disappear from inventory after the refund),you play more than 3 hours.

did you even read the rules? :D

Don't cards appear like every 30 minutes? If that's the case, to get all your card drops, you will need more than 2 hours to get em' all. Plus yeah, making the refund void if any cards are sold will be a good idea.

It's a smart way to make people buy games they're not too sure about (if it's Steam wallet, it's less important than real money), during the Holiday sale.

Then, when they ask a refund, Valve will make it last for 14 days, so that the buyer has to use real money ($$) to buy another discounted game (that he really wants this time).

And right after the purchase, Steam wallet refunded !
Well done, diabolical Valve!

Took them about an hour to review my request. Also it says refund will come in a week.
Another weird thing - it was a gift in my inventory, and it says I played 117 seconds Q_Q (I do have a game on my account, and it has 2 hours on it)

what I like the most

We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.

I imagine they did this b/c of EU laws regarding digital goods/refunds. It makes a lot more sense to just institute it system wide. Yes, some people will abuse it, but that comes with the territory. There will always be someone looking to get one over on "the man". W/E its a smart business practice on Valve's end to have refunds as an option in case someone bites on a shitty game.

Ive only requested one refund on Steam before (the latest Resident Evil game), but I definitely like this in respect to things like potentially buying something only for it to go onsale quickly there after, but I typically don't buy anything unless its on sale anyway.

I can confirm that refunding actually works. And very quickly! Sent a request about an hour ago and already got the money back in my account.

With the refunds, does it work for games you bought a few days earlier when the refund policy came out?

Anyone know what happens to a review of a game when you get a refund for it. I have a game that I want to get a refund for, but I don't want the review removed for it?

Reviews always stay unless the developer or steam removes them manually

The jokes on you! Your steam backlog will devour your refund period before you even get to consider using it! Muahahahaaa!

Actually I'm pretty sure that you can't farm for cards by refunding and re-purchasing a game. For one, you would probably find that your drops are maxed out already. They'd also have records of the refund and re-purchase and be able to track the shitty behaviour.

Man, there's a lot of stuff I'd love to get refunded, but that's too far in the past... Shame it doesn't work retroactively for a few days after implementation.

Wait a second... it is 2015 and Valve is finally just getting around to implementing a refund system? I mean are they truly acting like a grown-up business.. finally? It must be a sign of something bad :-p

I guess this also means that developers who put out unplayable poc will actually have to fix them or get cut off from the revenue stream that Valve has been basically gifting them lo these many years...
