Well, new users get into steamgifts all the time. Therefore, this number is changing. Isn't it ? I tried the number from stats. But it isnt correct. :/

It's not about new users. It's about those who have never given away. Their accounts can exist for one day or for 1000 days, that doesn't matter. Think about how you could determine them.
