When I activated it, it said "Tomb Raider (ROW)". So you can activate it wherever you are.

Stop playing us all. You can not buy or activate Russian game outside of Russia. Even if you manage somehow (via VPN or something) there's still high chance you might end up screwed in the end. So - NO. Your Russian deal is beaten. To the ground.

Btw, VPN is forbidden in Steam ToS.
Even if you do manage to buy it, you will always have to use a VPN for life.

Find a trader from Belarus, most games are not region-locked. He might not have the option to buy for gifting when buying Tomb Raider alone, but he will when buying the Tomb Raider collection. Most likely you can get the Tomb Raider collection for 8 Dota 2 treasure keys (12€) like I did.
