isthereanydeal.com is a useful tool. You can sync your wishlist and get notifications and there are all sorts of ways to customize the notifications you receive.

I was going to pick up a few of the Final Fantasy titles over the weekend since they were featured and at a good discount. I use Enhanced Steam for Chrome, and I realized that nearly every title I was interested in had been on sale for an extra $2 - $5 off in the past 90 days.
So that brings me to my question, other than manually searching, what's the best way to find when games go on sale? Similar to Steam's wishlist (and email notifications), but also covering many other popular sites selling steam keys? Newegg, Amazon, and so forth...
