I think you can't give away blocked region games.

If anyone is dumb enough to enter after reading that it's region blocked, WITH regions listed... They're stupid. (If it's not available in their region...)

There is no information about regional restriction for this game. Did you bought it on Gamefly? If yes, then it is NOT regional restriction, but Gamefly policy of selling/not selling for particular markets.

I am really not sure why some users think there is a distinction between public and non-public giveaways, but just to clarify, there isn't one. The only reason you might have seen some private/group giveaway like that is because, probably, nobody reported them and we cannot track them otherwise, not because they have some kind of approval.
