Bout ten minutes ago. Bought five more copies of Fortix for my giveaways.
For a game that's more than a dollar though, a few days ago. When Starbound came out I bought another copy for my friend since each of the ones in my four pack preorder already had names on them.

My first game on Steam was Quantum Conundrum; I didn't know about Steam sales; so I bought it at full price.

Not on steam, but I did buy a physical copy of the Orange Box when it was released for $59.99(?)
I regret nothing.

I bought plenty of games for full price on Steam; when I was a new user, I bought games that interested me for YEARS.
The last time I bought a full game was my most recent, with Xpand Rally Xtreme. I have skipped over a full generation gaming-wise (the 360 bit era & possibly the current 720 bit generation), but I still maintained a sharp interest in gaming....fond memories of my peak gaming years back in the mid-late 90s were still fresh in the memory -- I had hundreds of PS1 games & was the most updated kid on the block for their games. Trying to update further, I looked at the 128-bit consoles but was scared off by their prices at the time (Sega Dreamcast, PS2, Xbox, GameCube), and remember it as the premature end of my gamer time. I never imagined that after the 32-bit era, my time would be up but that's what happened. I wasn't sad at the wasting away of the 32-bit gen, I was stuck in a time capsule (my room) full of quickly aging games for an aging console (PS1) while everyone played the next-gen. I was 5 years behind and later fell even more, resulting in my departure from the gaming scene for a few years.
Recently, I had discovered the joys of PC gaming with Steam and GOG.com -btw gog are giving away the Fallout games for free (for another 34 hours)- and will probably keep myself entertained with it for the next year or so....until I find a new hobby. Or will Steam/GOG keep me entertained? Will find out!

I don't think I've paid full retail price ever. At the least I'd buy it off GMG with the voucher, but I've done that a few times. I bought Tomb Raider, Duck Tales, Arkham Origins (sadly), Contrast, and Catan (sadly) without waiting for a sale beyond a GMG voucher or new release promo price. I am buying more and more games lately though before they pass the 50% off mark.

Never lol, always bought games at sale price. E.g.: Dishonored for 3 pounds (though I live in Singapore :P) Borderlands 2 for $6.90, CS Complete $5 (don't ask me how :p)
I'm not some stingy bastard though, in high school (don't worry I get good grades, I've got proof if you want for some reason?) so I live off my parents if you put it crudely. I will start buying games at full price when I start working

Never. I'm not enough of a gamer that I care to buy things full price just because I want them.
Edit: The closest I came was Hate Plus, which was, I believe, the only game I've purchased upon release: and it had a 10% discount as part of the release promotion.

Portal 2 preorder.
After that I learned that it's very easy to wait for a sale on a game when you have a large backlog.
