Is Steamgifts actually some kind of money laundering front, and you all forgot to tell me?

I was doing some research and looked up CG Varga. My PC suddenly shut down after visiting a website and then two assholes turned up in the carpark and tried to throw me off a building.

That would be interesting: Con people out of money. Use that money to purchase games. Give those games away on SG. Show new victims a list of the games we've gifted as proof that we're good and generous people. Con these new folks out of money. Repeat. Our ringleader Gabe Newell gives a cut of the money we send him to the devs who then send us a cut of that. PROFITZ for all!

So, it hit me that Steamgifts could actually be some kind of money laundering front. This is not mentioned in the FAQ, but it could be that everyone forgot to tell me. Does anyone wash dirty blood money in the streams of the river Humble, then distribute clean game keys to randomized patsies? Just curious.
