Key not received. Author clearly a fraudster.

I'm sorry if this topic is supposed to be created in some other thread or something but here's the situation:

Approximately a week ago I won this ( http://www.steamgifts.com/giveaway/b9fFl/terraria ) giveaway created by this ( http://www.steamgifts.com/user/lukasko41 ) user.
After a week I checked the appropriate 'No' field on my won giveaways list, which means I still haven't received the key.
Just now I've tried to contact him on steam. But after a short conversation he deleted me from his 'friends' list.

This basically means he's a fraudster and does deserve a punishment/ban.
