If they mean when the key you tested that was already activated, you can't get any info on that.

Why doesn't the seller ask Steam himself? Since you are saying the key is duplicated, the key would not be activated on your account and I don't see why it should be you who contacts Valve when the seller has the key too.
His whole request makes little sense, even if Valve responded to your request and the key turned out to have been activated on the day he sold it to you, it would still not do much in terms of proving anything as the seller had the key first and he could just have activated the key minutes before giving it to you.
Now, I have no idea if Steam Support will even provide that info, but even if they do, it's quite irrelevant and the seller can just request it himself, you shouldn't have to go through the effort of doing it.

I think someone post similar stuff about kinguin few weeks ago (if I remember correctly)
you should probably ask some friends or the community before buying keys from suspicious site, especially if the key were cheap and you never bought anything from them before
also that prove... not buying it
I did not have any experience with this stuff but I'm pretty sure Steam would not give such information away from such a simple message
plus I have no idea how did they create such ticket, because afaik you can only create tickets for specific things on Steam (e.g. request a refund, report a user, etc.)

Create a steam ticket, ask the same question, wait for the answer (which will be that they can or will not give you this information), send a screenshot of theanswer to the seller.
Afaik only the publisher and people who are officially working together with the publisher can get information on the activation date of a key (and even remove the game from the account again).

I would also try to contact the Kinguin support directly.
Had the exact same case on G2A. Key was faulty, seller refused to refund the money, I contacted the G2A support directly and a few days later I got the money back.
They try to keep you from using the support by making it as complicated as possible, but as soon as they notice that you won't give up that easily, you usually will get your money back (even without stuff like G2A Shield).

He demands from me to ask Steam for the exact date the key is activated, since it's duplicated. Does steam give that kind of info? As far as I know - they don't.
