Scarecrow forever. I mean, both of these villains are the sort that when Batman gets hold of them, it's game over. Punch to the face, then straight to Arkham.

Still, as a longtime fan of everything horror, Scarecrow will always get my vote over some guy who just thinks he's smarter than everyone else. ^^

Voldemort

Riddler wins on style alone. Plus, he takes on Batman with nothing but his intellect, even though he's handicapped with a compulsion to leave clues. That beats a guy in a burlap sack who has to spray chemicals to keep Batman off him.
