I think there will be a policy change very soon. The existence of a change has been announced, but not the policy itself.

You cannot share individual keys in a giveaway AT ALL.
You can share the whole giftable url of a bundle.
You cannot submit games that are currently in a bundle. This refers to giftable copies and such a reason exists so it doesn't confuse the admins. There is a chance to get your legit giveaway deleted due to error if you do.
You can share your individual bundle keys in chat or the forum.

Um how is it DRM-free? If people count Steam as DRM i'd count Desura as DRM also.

A lot more games on Desura are DRM-free.

I remember being able to start stuff up without starting Desura.

I just confirmed: All of the Desura games I have right now can be started without starting Desura.

The same cannot be said of Steam games.

Granted, all of my Desura games come from a couple Indie Royale bundles plus Explodemon. Still, though, it makes it far easier to access my games, when I don't have to have an internet connection half the time and even if I do I don't have to wait for the wrapper program to start up, which usually takes a couple minutes.

I've read that Desura's official policy is that it's DRM-agnostic--meaning that games are free to use DRM if they want. However, a lot of games--probably in part because they're indie games whose devs have little time to devote to making DRM--are DRM-free.
