You're post made me curious and when i first checked my lvl dropped to 0, but a new button appeared on the badges page which increased my lvl again :/
Got nearly 300 xp for owning just a couple of games, kinda weird considering you have like 5 times as many games in your library as i have.
-edit- My library dropped from 110 games to 50 something, so make that 10 times as many.

I'm thinking it depends on badge level. The higher levels seem to be 1XP per game, but those folks are getting 1000+ XP from it, I'm only getting 379 for my piddly 173 games.
