Puzzle giveaway for Naval War: Artic Warfare

I've decided to give away a copy of Naval War: Artic Warfare, which is a strategy game pitching NATO against Russia. Because I want the game to go to someone who is at least moderately interested in military history, here's a short puzzle. ;)
