Torchlight 2 - 2 accounts

So my brother was thinking of buying torchlight 2. If he buys the game and plays it on his steam account, Will he be able to see my characters/saves when he tries to load a game?

It has steam cloud, so probably not. I don't quite understand what you are asking though.

Me and my brother share a computer and I already have Torchlight 2. I'm wondering that if he buys the game on his account, will he be able to access my saves and characters?

No, he won't be able to. The two Steam profiles, along with all their game saves, should be separate.

(Although I've heard some people having problems for certain games, where Steam Cloud Saves of one account was overwritten by the other account, but not sure on this.)

No, I played on a friends computer and didn't see his stuff, but I'm not sure if he actually played it yet or not.
