It's worth remembering that outside of the summer and holiday sale, Valve will often nerf or ignore other sales. Sometimes making them a developer sale instead, sometimes just completely ignoring the traditional sale period.
So, nothing is ever certain about Valve's way of doing business other than them never communicating properly, but I'd go with current rumors that tomorrow is the start..

Not like the season sales are any great in the past years to begin with.
At any rate, Valve doesn't control sales prices, at least not directly. Some publishers offer the same discount regardless of the sale's date.
Anyhow, I just want a sale on Resident Evils. Started raid mode of RER2 yesterday, and while I could live with only 2 of the 9 paid slot extensions, having all for a reasonable price would be nice…

Yeah, I'm not so much talking about the discount rates but rather the former community aspects behind the sales. Valve used to hold better events in their games and made sales into their own mini event.
While I can imagine that most of the well off developers and publishers may care less about that I am sure struggling smaller developers/publishers wouldn't mind that opportunity for greater exposure by participating in a more thoughtful sale event.
But that requires work from Valve again, something largely toxic to them these days it seems.

But it's normal that people get confused, Baffi. Many people get confused about which category to choose, especially Bugs/Suggestions, Deals, and General. They don't explain anywhere in which situation each of them should be used.
