I'd say 'poorly constructed early site rules combined with typical staff leniency', but that doesn't account why he's been allowed to keep rule-breaking since then :X
My guess is, like the last (similarly long-residing) user with that many (25~+) Non-Activations/Multi-wins that I encountered, it's as simple as noone having bothered to report them before. :X

Woah... But looking at the archive for 2033, there is a lot of weirdness... extremely many deleted GAs (at least it feels to me like very many) and hundreds upon hundreds of GAs for that game...
